IME , when in a conundrum of OS, simulating on virtual environment where it's has being tested is more productive. If your stuck with Win11 , use qemu ou vmware to run a linux box inside with a lighweight desktop like xfce4, fluxbox or lxde just to get simulation running. That way you can test everything, without dealing on unknown issues.,
** Just a thought..In another approach, on powershell , as admin, "wsl --install "
will load an ubuntu into the wsl Windows11 environment, ... and you will still be in your win11 ..

I'm using tty0tty as you will see in the sim2 (/dev/tntX .. ) , .
Your milage will vary

My friend, ESP32 serial works in both directions for me in Linux and Windows.
So that is not the real issue.There are 2 real issues here:
- You have not take the time to learn this program, at least what you need for this project.
- You don't seem very interested in understanding the help provided.And no, you don't need to connect to serial port to test a serial echo.
You just can use a Serial terminal component, indeed is what you should do, at least as a first step.
