How can I do this circuit of LEDs? (Help)

Starting from the 230 V, 50 Hz mains, a series of LED's of different colors will turn on and off following a series of programs that are selected by a rotary switch or a set of switches and pushbuttons.

Note: This project consists of several parts:
Power supply, control and power stage.
The control can be done using logic gates, the power part can be implemented with relays commanded by logic gates.

Now, of course I'm a newbie and I'd be pleased if anyone could help me do this assignment, or give me some tips. Thanks!
