Error in 74HC148

The GS output is always off (HI) and should be turned on (LO) when EI and any of the other inputs are activated.

I would like to fix it but I don't know where to start.

Thanks for reporting, but 74HC148 seems to be working ok for me.

That's right, you're right. I don't know how I could have gotten confused.
